Five tiers of authority
Authority in Jagga is arranged in five tiers. The tier decides how wide a role’s reach is, before anything else is considered.
Platform — above every firm
These roles run the platform itself. They are never tied to one firm, and they cannot read a firm's case content.
Firm — the whole consultancy business
A firm may contain several consultancy offices. These roles see all of them.
Office — one consultancy
One firm can run several offices. An office is a second wall inside the firm: staff in one office do not see another office's files.
Operational — the people who do the work
These roles work across the firm, but on a given file only if they are assigned to it.

Two roles have been retired and are listed anyway, because you may still meet the names: the Local Representative, which became a contact rather than an account, and the Template Reviewer, whose work moved to the platform-level Service Designer.
Some roles imply others
Holding a wider role satisfies the narrower one beneath it. A Tenant Administrator passes any check that asks for a Consultancy Administrator; Platform Finance passes a Tenant Finance check, which passes a Consultancy Finance check. So nobody needs to be granted a stack of overlapping roles.
Who is allowed to see money
This is the part people get wrong, so it is worth being precise. There are two different permissions, and the narrower one is not a subset of what you would guess.

Two things to take from that table:
- The Case Manager is the interesting row. They see a price because they negotiate it. They never see commission. The two permissions are deliberately different widths.
- The Platform Administrator sees no case money at all. They see platform-wide revenue, not a firm’s prices.
It is an allowed list, not a blocked list. A new role sees no money until money visibility is granted explicitly, so the safe default happens by itself.
Who talks to the client
Only the Case Manager. The surveyor, the engineers and the legal consultant pass everything through them. A client also does not see which of those people worked on their file inside the app.
The issued report is the deliberate exception: it names the engineer who signed it and their council registration number, because a valuation nobody will put their name to is worth nothing to a lender.
The surveyor’s contact window
A surveyor sees a client’s name and phone number only for as long as they need it:
- Before assignment
Nothing. No client information at all. - From assignment until the survey is marked complete
The client’s name and number, so the visit can happen. - After completion
Hidden again. Their own captures stay with them.
A surveyor never sees the report, the valuation figure, other staff, or other files.
